The clean economy stands at a critical turning point. Global investments in next-generation technologies are surging, and the Biden administration put the United States in a position to lead. Since 2021, Congress has enacted three landmark laws—the Bipartisan Infrastructure Law (BIL), the CHIPS and Science Act (CHIPS), and the Inflation Reduction Act—to strengthen U.S. manufacturing and invest in emerging sectors that create good-paying jobs.

Ford Motor Company will reportedly repurpose its Blue Oval facility in Hardin County, Kentucky from electric vehicle (EV) battery production to battery energy storage.

General Motors (GM) announced it would lay off 1,200 workers at its all-electric Factory Zero plant in Detroit, Michigan and 550 workers at the electric vehicle (EV) battery plant in Lordstown, Ohio—a joint venture with Ultium. Workers at these plants are represented by the United Auto Workers (UAW). 

Governor Gavin Newsom recently signed AB 1280 and SB 513 into law, two major steps forward to bolster California’s clean energy economy and strengthen worker protections. These laws will draw investments to decarbonize heavy industry, boost the state’s energy resilience, and keep businesses competitive while creating high-road, union jobs.  

The U.S. Department of Energy (DOE) said it would hand out $625 million to try to extend the life of a handful of aging coal plants even as electric utilities across the country continue to invest in cleaner and more affordable sources of energy. Over 8 gigawatts of coal power are scheduled to be retired this year alone. U.S. Secretary of the Interior Doug Burgum also announced his department would release 13 million acres of federal land for coal.

The U.S. Environmental Protection Agency (EPA) proposed to permanently remove the Greenhouse Gas Reporting Program. The program requires large emission sources to report their greenhouse gas data so that it can be made available to the public. Approximately 8,000 facilities are required to report their emissions data.

On August 18, 2025, the BlueGreen Alliance submitted comments to the California Energy Commission regarding Assembly Bill 3: Scoping Reports on Offshore Wind Seaports, Workforce, and Supply Chain. 

The U.S. Environmental Protection Agency (EPA) released a proposed rule that would roll back the 2009 “Endangerment Finding.” The finding is the main federal tool for regulating greenhouse gases, like methane and carbon dioxide. It applies to every sector that emits greenhouse gases, including power plants, cars, landfills, and oil and gas operations.

SB 787 (McNerney) and AB 1280 (Garcia) will help decarbonize sectors of California’s economy while keeping our businesses competitive and creating high-road, union jobs. It has never been more important for California to take the lead amidst an uncertain federal environment so workers and communities are not left behind. 

President Donald Trump signed the so-called “One Big Beautiful Bill Act” into law today. This sweeping bill repeals clean energy investments that would create millions of manufacturing and construction jobs around the country as well as expanding energy options around the country for an overtaxed electric grid.
