Court Strikes Down Executive Order Blocking Offshore Wind Projects

December 9, 2025

A judge for the U.S. District Court of Massachusetts late Monday ruled against President Donald Trump’s January 20 executive order to withdraw offshore wind leasing and pause permitting.

A coalition of 17 state attorneys general and the attorney general for Washington, D.C. sued the administration over its order. This ruling is good news for the dozens of offshore wind projects that are under construction or in the permitting phase at a time when energy prices are soaring.

After the court ruling announcement, the BlueGreen Alliance released a statement from Vice President of Federal Affairs Katie Harris:

“Yesterday’s ruling provides relief to dozens of projects that are creating good jobs around the country and planning thousands of megawatts of clean energy for communities. Offshore wind is already delivering clean, affordable power to the nation’s electric grid, and we need more to help keep electricity prices affordable. Its potential could be a game changer for clean energy in the United States but the administration keeps interfering in its progress. We’re encouraged by the court’s willingness to uphold the law and hope to see the domestic offshore wind industry thrive.”
