Navigating complicated federal and state policies is difficult. BGA has published a number of toolkits and user guides to provide clear guidance on the implementation of several laws, policies, and initiatives.
Inflation Reduction Act and Bipartisan Infrastructure Law Resource Center
Following the enactment of the Inflation Reduction Act and Bipartisan Infrastructure Law (BIL), the BlueGreen Alliance launched a resource center to serve as a starting point for finding out how to access the investments in those laws. This hub includes the following resources:

Making BABA Work for American Manufacturers
The Build America, Buy America Act (BABA) strengthens and expands “Buy America” requirements for federally financed infrastructure projects. Specifically, it requires that the iron, steel, construction materials, and manufactured products used in all federally assisted infrastructure projects be produced in the United States. This set of BABA questions and answers from the BlueGreen Alliance (BGA) is designed to guide readers through the law, help certify their products, and take advantage of this new opportunity BABA presents.

State-Based Policies To Build A Cleaner, Safer, More Equitable Economy—A Policy Toolkit
This Policy Toolkit provides information to decisionmakers on a series of policies and measures, including Project Labor Agreements (PLAs), Prevailing Wage and Worker Benefits, Local Hire and Targeted Hire measures, and Organizing Rights and Negative Determination that can be used to ensure the creation of good, union jobs in the clean economy.

CBAs that ABC: Using Community Benefit Agreements to Actually Benefit Communities
Community Benefit Agreements (CBAs) can create good jobs for the people building and operating a facility; support training and apprenticeship programs so community members are the people getting and keeping those good jobs; and ensure that companies acknowledge worker and community concerns and agree in writing to mechanisms to address them.
In this toolkit BGA breaks down CBA provisions that can improve the economic lives of local people and protect their social and physical environment.

Checklist for a Model Heat Illness Prevention Rule
The BlueGreen Alliance—along with the United Auto Workers (UAW), United Steelworkers (USW), the Environmental Defense Fund (EDF), American Federation of Teachers (AFT), Service Employees International Union (SEIU), National Wildlife Federation (NWF), Natural Resources Defense Council (NRDC), Ceres, the Union of Concerned Scientists, the International Union of Painters and Allied Trades (IUPAT), and Federation of American Scientists (FAS)—have developed a checklist that companies, universities, cities, counties, and states can use to protect workers from heat.
