Republicans’ Anti-Clean Energy Policies Hurt their Own Constituents the Most

Republicans’ assault on clean energy through policies like the “One Big Beautiful Bill Act” (OBBBA) has adversely impacted thousands of clean energy manufacturing and power projects and sites across the country. We track and map these impacts in our recent database release, Fallout: Where Attacks on the Clean Economy Hit Home.1 Now, an analysis of our database has found that most of the impact has fallen on states and districts represented by Republicans who voted to pass OBBBA. Republicans are attacking these important projects and sites at a time when working people, including their own constituents, are already hurting—and facing fewer manufacturing job opportunities and higher electricity rates across the country.
The Trump administration and Republicans have taken unprecedented action to punish political opponents through funding cuts and freezes aimed at Democrat-led states. For example, more than $7 billion in clean energy grant cancellations were found by a federal court to be illegally targeted at states where a majority of the electorate voted for Kamala Harris in the 2024 presidential election.
However, the cost of Republicans’ anti-clean energy policies like OBBBA is falling mostly on their own districts and constituents.
An analysis of our database shows that whether you look at project count, private investment, federal award funding, or jobs, most of the impact falls on projects and sites located in the districts of OBBBA-supporting Republicans. Notably, more than 80% of impacted private investment and jobs are in districts of GOP members.
House Speaker Mike Johnson (R-LA) claims that, thanks to GOP policies, “American manufacturing is BOOMING.” 2 Yet, U.S. Bureau of Labor Statistics (BLS) data shows that as of September 2026 U.S. manufacturing employment was down about 21,000 jobs compared to the start of Trump’s second term, with motor vehicles and parts manufacturing alone seeing a decline of 13,000 jobs. Investment in new manufacturing is also on the retreat, with the annualized rate of manufacturing construction spending as of August 2026 down more than 28% since the start of Trump’s second term. 3
Our data shows that projects and sites impacted by OBBBA supported thousands of clean energy technology manufacturing jobs, especially in the vehicles industry. Jobs like these offer an important wage advantage, with one report finding that “clean energy factory workers earn 35% more than the average American worker.” An analysis of our database found that 29,269 permanent clean technology manufacturing and industrial jobs could be lost to project cancellations and stalls in states and districts represented by OBBBA-supporting Republicans. Additionally, 5,478 jobs may be vulnerable due to an at-risk or cancelled federal grants or loan awards, and another 122,819 jobs may be vulnerable due to curtailed federal tax support. Vehicles and closely related industries, including batteries and critical minerals, account for 73% of jobs associated with impacted projects and sites.
The stakes for working people extend from the factory floor to the energy bill, with OBBBA putting a significant amount of planned utility-scale clean energy capacity additions at risk. An analysis of our database found that in states and districts represented by OBBBA-supporting Republicans, 206,964 MW of planned capacity face curtailed federal tax support, and 19,651 MW of planned capacity have already been cancelled. Utility-scale clean energy is associated with lower retail rates thanks to lower transmission, distribution, and maintenance costs relative to other sources. Households face rising energy bills, paying about $110 more in 2025 than in 2024 with further increases expected this year. In August 2026, all but four states recorded higher retail rates compared to last August, 5.1% higher on a national basis.
Republicans’ attacks on clean energy are putting manufacturing jobs and planned power projects at risk, with the greatest impacts falling on the constituents of Republicans who voted for OBBBA. At a time when working people are in critical need of good paying jobs and affordable electricity, these policies undermine both in the very communities OBBBA-supporting Republicans represent.
