Virginia Voters Reject Jen Kiggans

November 4, 2026

Former U.S. House of Representatives member Elaine Luria defeated incumbent U.S. Rep. Jen Kiggans (VA-2) during tonight’s midterm elections. Luria previously represented the district from 2019-2023.

Kiggans has been a supporter of dangerous GOP-led legislation and Trump administration policies—ultimately causing a more difficult economic landscape for manufacturing, energy, and industrial sites across Virginia and negatively impacting workers in her district.

Because of the “One Big Beautiful Bill Act” (OBBBA)—which Kiggans proudly voted for—13 projects at sites across the Commonwealth have been delayed or canceled, which could jeopardize 7,619 jobs across the state.

Following the outcome of the election, the BlueGreen Alliance released a statement from Southeast Senior Regional Field Manager Dan Taylor:

“Kiggans claimed to care about workers and clean energy generation in her district, but her votes said otherwise. Virginia’s voters made it clear that they were not buying it. Elaine Luria has a proven track record of fighting for good jobs in Virginia across the Hampton Roads area, and we’re confident she’ll continue her good work in the 120th Congress. We’re excited to work with her and other lawmakers in the Commonwealth to help working people get ahead.”
